- From Ashes can be done as soon as it's available, after Priority: Palaven is advisable so you get the most out of Javik as both a NPC and squad mate.
- I recommend doing Omega after the attempted Cerberus coup. That's when it's fits best in the context of the story. That being said, it's the DLC where you have to most latitude.
- Leviathan is split into three missions (not counting the individual investigation parts on the Citadel that precede each quest). The first two you can do whenever you want, although imho it works best if you split them up. You should probably approach it this way:
Part 1 - before Priority: Tuchanka
Part 2 - before Priority: Rannoch
Part 3 - after Priority: Thessia (!), before Priority: Horizon
In narrative terms it's important to wait after you've finished Priority: Thessia before you undertake the last Leviathan mission, otherwise, as other people have already pointed out, you get a lot of redundant exposition to listen to and diminish the impact of the Prothean VI.

You can do From Ashes at any point, but I prefer to do it after Sur'Kesh. Otherwise the Atlas boss fight seems kind of redundant.
Omega is universally considered best done after ther Citadel coup.
Spread Leviathan out- do part 1 before Priority: Tuchanka, part 2 sometime between Citadel coup and Rannoch, and part 3 after Thessia. Come to think of it, it might even be best to do it after Sanctuary, since the whole "omg you can control Reapers" kind of looses it's impact if you've just seen and recruited the Leviathans who can do that.

Javik can sense if you are Angry, Afraid, or Confident depending on when you start From Ashes. I think I picked him up after the Citadel Coup and he "felt" I was confident because "I believed I" was winning the war against the reapers.
I do parts of Leviathan rhroughout, but the last mission is held for right after Thessia.
Omega is done after the Citadel Coup.
