yes, weight is increased on PPR unfortunately
take the steps on page 1 and you can see what works and what doesnt work precisely with cooldowns before and after

Well it should matter because you definitely add weight on these 3 sniper rifles. It also POSSIBLY matters if you carry a sidearm w/ ULM equipped AND it matters if you go to your weapon selection screen to look at your weapons/mods as it will revert to added weight modsSOMETHING_FOR_NOTHING wrote...
