sorry, but for a TITAN of the gaming industry bringing up the word "budget" constantly (even more so as the other industry titan (Activision-Blizzard) does not) is stupid - even more so, as EA has the money (come on guys that company is HUGE and has lots money!)
so yes, they had a choice and they chose - AGAIN AND AGAIN - to go after more money, instead of keeping their customers satisfied (which would bring the money in, too - only in the long run instead of "here on now")
@OP: yes i see it and i don't like it anymore then you do, i mean they kicked us in the guts repeatedly (DA2, ME3, SW:TOR) and i sadly (as i LOVED this company, because they made such great games (KOTOR, ME1 and ME2, DA:O...etc.)) have the feeling they are lining is up for the "perfect" kick (in the nuts this time)
why do i think so? - because they had the audacity to lie to us (straight into our faces, too) with ME3...that broke the damn IMHO...
I hope they make it back on the track, but with EA calling the "budget" (forgetting that a good RPG costs money, more then some shooter will probably ever cost (if you don't count the money for the uber-mega-super grafics-engine that hides the fact that the shooter does not have much of a story)...that they forget that almost any company can make a shooter, but that it takes the right people (which they have - also the bioware founders left...should that be a signal to us?...rats leaving the ship or something?) to make a good RPG and that such a game has its audience which will bring in money and tie the fans to the company because they want to know how the story goes on!) they might fail and after this game they will loose a lot of fans (because most of us are not here to get kicked around (like with ME3 extended cut, which fixed a few plotholes but left the ****ty ending in place!)...
I PRAY THAT THIS DOES NOT HAPPEN....but i have the feeling it will.
