Because that's the name of their government. As they sometimes refer to themselves as "Vol-Clan".
The people themsevles are still volus. One volus is volus and three volus are volus.

Yes, it's Vol. Not Voli and certainly not Voluses.

Vol is an adjective in the phrase The Vol Protectorate and adjectives are never plural so absolutely the one thing the plural cannot be is 'vol'. Consider these examples...
The American government but A group of Americans
The German team but A team of Germans
In fact, if you think The volus is the correct way to refer to them as a single species, it implies when talking about one of them we should be saying Vol not Volus.
A Canadian but The Canadians therefore
A Vol but The Volus
Of course it might be very irregular in it's declination, but standard rules suggest Volus is plural and Vol is singular.
