At one point I was able to rotate and move the camera by hitting ctrl and using the left or right mouse button. How do I go back to that setting and what menus do I need to go to in order to do that?

The camera behavior for the area editor can be set in the Option as said above. For the level editor you have to edit a xml file or re-map your mouse button with your mouse drivers. Really unfortunate that the NWN style camera is absent for the most important editor.
