<spoilers necessary -- read at your own risk>
This is the first time it has happened, but when I approach Gann for the first time in the Mulsantir prison while looking for allies against the Bear God, the conversation file does not fire. I cannot recruit him. It's almost as if the conversation file isn't where it should be when I click on him to speak. Any ideas?
The only thing that has changed since the last time I played MotB is I installed Storm of Zehir, but it is patched up to the last one. I had Storm of Zehir installed a long time ago, but I never encountered this issue.

Odd, I am experiencing the same thing with Kaelyn the Dove inside the Death God Vault. I left the prison, thinking that perhaps if I did something else first, maybe the Gann conversation would fire later. I may need to start a new game. The current character was created prior to installing SoZ, so that might be an issue.

After further troubleshooting, It seems I can initiate conversations with any NPC that does not become a party member. Very odd. Any ideas what this might be? As I said, the only thing different is that I recently added SoZ to the mix. Perhaps the MotB patching is causing issues? I could uninstall all of it, reinstall it, and only run the updater once SoZ is in.

This sounds like a problem with the campaign resources, since the companion conversations are campaign conversations.

You are right, Tchos. Evidently, installing expansions that are not already patched to the current game version (which is the case almost 100% of the time) causes campaign issues. I reinstalled the game---nwn2, motb, soz---in order and disallowed patching until all of the core games were loaded. I then ran the updater, which patched me to the current 1.23 build. Everything seems to be fine now.
