If you launch the game from the toolset via run module you always get the alphabetically first character (technically it goes by the alphabetically first .bic file).
Sidenote, it's why you see jokes about Adaur Harbor in modules, he's the first stock character and thus the default "testing character", and builders are probably sick of looking at him.

Same way you create any character, just start a module. If you want to test with a character of a specific level you can use any training module (I use this one myself http://nwvault.ign.c...sh.detail&id=96 ) and export the character.
If you want to have an exported character be the "test character", you need to make sure it's character .bic file is the first one alphabetically, either by deleting other .bics (which you can do in the character selection menu when loading a module) or by renaming the .bic so it's first.
My test character tends to be named "Aaaaa tester". :-)

There are a couple of character-creator or training modules on the vault that allow you to easily level-up and equip a new character. Once you've got the character the way you want them, you can save them to the folder by using the "export character" option on the main game menu. You can even export the same character multiple times, at different levels for example, and the different .bic files will be listed out in the local vault folder with numbers after their names. Just re-name the files or cut and paste to another folder to keep the one you want on top.

There's nothing more useless than a level 1 Drow cleric with no memorised spells, and a face like a Japanese cartoon character.
I created a character called Aaron Aaronson that I use for all my testing. I have to admire his intrepid spirit. He's always the first to volunteer...
