To make it easier to write your modules, complete with alternative
endings/paths based on PC decisions, you might consider using www.inklestudios.com/inklewriter,
a tool developed to help write Choose Your Own Adventure stories. I had
a play around on it for about half an hour, and it's pretty intuitive
to use. Using this handy tool, you'll be able to write all your
conversations, scenes, etc, linking it all together in the right places,
before you start assembling it all in the game.

Story Nexus is a similar platform. There are a number of these which seem to have grown out of a convergenece between social games like mafia wars, interactive fiction, and rpgs.

I was a fan of Fallen London for awhile, but am more into the interactive fiction side of things than the stat grind.
After playing Samsara however, I've been taking another look at what this stuff has to offer.

[edit]
I somewhat regret chiming in here as I don't see these tools as useful with regards to module development. But I do like to use them. I simply wanted to share what other tools I wa aware of that other people here might enjoy using.

They fit wonderfully - creativity comes from somewhere. Perhaps people will be inspired by the sites you linked to :)
