No override folder in steam version?

I want to add some content from the various projects. All of them say to put their files in the override folder - but I don't have in the steam version I am using.

Should I create under the core folder or are projects not supported in steam??

If the directory path is not there it is safe to create it. The installation doesn't always generate it, it didn't on mine, and I've got the retail version.

yeah the override folder is usually not created at install on most Bioware games. Some mods can create it for you ( Expansions for NWN did this ) but you can happily create your own if it is not there.
