How could they not? Or did they say "let's start building something and see where we end up"?

If they did know what they were building, why can't subsequent cycles decipher this from the blueprints? How can you 'add' to something when you have no idea what it is?

Another question: why didn't the original creators of the Crucible simply build something that targets the Reapers?

The VI on Thessia tells us that the Crucible is old and was changed over many cycles and at one point was incorporated to use the Catalyst. So my guess is the original device was simply the Destory ending. A way to kill all Reapers and then Indoctrinated agents (just like with the Protheans) changed the plans so that the device would sync with the Citadel and the catalyst could continue its work of Harvesting everyone.

Actually, it's starting to look like the Catalyst itself interposed itself into the process. Think about this:
Someone finds a fleeting refrence to the Catalyst, but never finds out what it is. The instead believe that it's another name for the Citadel.
Suppose that V.I. wasn't an antisapated element in the Crucible's consturction, and that linking to the Citadel was the sole antisapated reaction/ intention of it, unknowing of an A.I. within the station that will be linked to the Crucible along with the Citadel.
But that raises a disturbing question: If the Catalyst really wasn't an indended part of the process, why does he interfere?
You are likely right in that Destroy is the original function of the Crucible. And if the Catalyst is intervening in it, It may be the one that created Synthesis, and Control may be a side effect of it's meddeling.

yeah i see what you mean but its seems like the Catalyst is more a rudamentary AI made indoctrinated agents as a last fail safe to achieve the Reapers goals and not use the destory option which was the original Crucible goal. That way it still fits in with why Sovereign had to connect to the Citadel to activate it and not just signal the Catalyst.

That makes sense too.
