There is no good reason to use the Striker Assault Rifle. That being said, the Striker makes pretty quick work of them. Although Marksman is the only thing that makes it useful.

Reave is very helpful as well.

Also, I've noticed that for whatever reason, Drill ammo + sniper rifle is harder for them to shrug off than just a normal sniper shot.

Shadow Strike a la N7 Shadow. Phantoms are priority targets.

Few things in this game are more satisfying than SS'ing a Phantom about to sync-kill an unsuspecting teammate.

Have had little trouble with them on my Slayer, but my personal queen of phantom frying is Valkyrie w/ Reegar.

Although TSent w/ Overload and Crusader puts them down very reliable as well. Claymore is faster when you put it to the dome, but the crusader is more forgiving while still finishing her off in one clip when you miss sometimes.

Heck, when I'm on a roll I can take 'em out in close range with my stasis-less Asari Adept w/ Hurricane. It's mostly a matter of pattern recognition.
