Offhost sniper SI/GI + armor piecing / drill ammo + Javelin/BW.
Shoot proxy + headshot the barriered up phantom. Yes even BW can oneshot a gold phantom with drill III or AP IV. Takes no time and zero risks.
What item, class, or power most deserves to be called "phantom killer"?

Heh there should be some criteria for what would constitute being the ultimate phantom killer. Of course you could post just about anything and it would eventually be able to kill a phantom, you could just shoot at it with a predator pistol and eventually kill it. That being said any reply here would count as being a phantom killer, quite a general and broad bit of subject matter.

Anything with skills that get through barriers (stasis, lash, etc.). Anything with a Krogan charge.

My Kroguard eats shadows for fun and laugh at there attempts at trying to stop him(funny enough this is the only character I've never by sync killed with by her, go figure lol). Also the Shadows SS for easy kills and the Destroyers MG if you spec it and aim it right, took out 2 plus about 5 other Cerburas troops with one volley on Silver, on Gold it leaves them with next to nothing if done point blank at the ground(dangerous but effective) and funny enough I found the Destroyer's heavy melee can take them out when most of their barrier is gone at least it killed them on Silver with no melee upgrades(surprised me lol).

Full melee batarian vanguard w/ one of those melee enhancers I never use: charge => splat => new target. In fact, the only Cerberus units not one shotted by it are dragoons and atlases...which is why the wraith was invented.
Singularity is pretty good for them too: singularity makes her use the bubble. Shoot her while she can't move. Automatically gets picked up when she drops the bubble. Then she explodes!

Yup - chuck on a Wraith (or Disciple) with Omni-blade V, spec TC for Duration, Melee damage and Bonus power, Sword Damage in Sword Mastery and you can kill 2 Phantoms in 1 cloak cycle with Shadow Strike.
An AV might do it quicker with Stasis and Lift Grenades ... maybe ... if the Phantoms are close together but they'll have a harder time when the Phantoms bring their Lash-wielding Dragoon buddies at the same time.

Scorpion or Falcon for weaponry, stasis for a power and Krogan are a solid class against them along with Batarians. Grenades work well but in my opinion on the higher difficulties it's not worth while to expend a grenade on one phantom unless you're in a really tight spot.

Shadow can kill them outright. Any class with a shield stripper makes quick work of them, as long as they don't start flipping.
