Is it grenade powers? The Scorpion? Dark Channel? Shadow Strike? Stasis followed by headshot?  None of the above?

Batarian Vanguard with Juggernaut Shield V, Shotgun Omniblade attachment, Strength Enhancement III, and spec'd full melee will one shot Phantoms with Biotic Charge into Heavy Melee. Very very satisfying.

I'll have to try that sometime. Lower risk, but can't possibly be as satisfying as punching their heads off. LITERALLY.

Acolyte, Singularity, Dark Channel, Falcon, Scorpion, GPS, Shadow Strike, and Stasis... those are about the most foolproof.  Reave stacking and various melees (e.g. Krogan, Paladin, Batarian, Jetpack Turian) can also work pretty well.  Claymore or Kishock to the face qualifies too I guess, but really that's an "everything killer", not just a Phantom killer.

I've nicknamed my Acolyte "Phantomsbane".

Pre-Acolyte, high powered snipers if you've got the crackshot to the head down, or the good ol' Stasis to Carnifex/Paladin headshots worked very well.
