 If you already have +200% recharge speed does adding gear that increases your recharge speed even do anything?
(i.e. Structural Ergonomics)

I've been using something to increase my recharge speed when I'm already maxed out without even thinking about it.

It does very little. You get diminishing returns the higher your cool down is. Use damage boosting gear instead.
