So I have imported several ME1 Sheps into ME2 and they always come with extra credits and lots of resources at the start of ME2.  This last import I did, however, didn't come with additional credits or resources.  Why did this happen?

No idea. Maybe it is a glitch. Try importing again and see if it imports correctly. If it still fails... then I have no idea.
