Prepare to be dissapointed about people to stop talking about Me3's ending when talking about mass effect. It will come up from time to time for a very long time.

I remember they said to load a pre-Cronos save game for EC primarily because when loading Citadel: The Return, you would have missed the evacuation scene at the beam run.
Also this would give you the chance to get your EMS up if you hadn't enough before.

But in order to continue unless they used the Legacy save you would almost have to import your save to any post ending dlc, or play through from Cerb base. If they did a post ending DLC I think it would be kinda messed up since you would most likely have to install the EC to overwrite the original ending code, then install the Post ending DLC to overwrite the EC ending code.
It's all up to Bioware if they wish to keep all the satisfied fans and write off the dissatisfied fans. Or win back some ( possibly a lot) of dissatisfied fans and risk losing some ( or a lot who knows) satisfied fans.
I'm thinking at this point in time they are going to play it safe and write off the dissatisfied fans and just go with the ones they kept/made.
^-- many tweets and replies that there are no more ending dlc ( exact wording escapes me but it's only contesting because of all the false info we got beforehand about mass effect that the dev's said over-hyped things. )

Anyway, I don't think it's as complicated as you described.
With EC installed or not, the game would just need to determine whether or not you have enough EMS / get the breath scene for post-ending DLC involving Shepard.
If another character would be in charge, this check wouldn't even be needed.
Also you wouldn't need to "import" a save or play through Cronos Station, just Restart Mission: Citadel: The Return.

I chose Control, my Shepard is death. Post-ending DLC is impossible for my Shepard.

However, as some people posted it could be that a crew mate is in charge in such a DLC.
I'm not saying the next DLC will be post-ending, not at all, just that it is a possibility.

Actually I think it could be potentially great to have the Control portion be your squad finding Shepard in his new form, whatever that form may be (Catalyst-AI whatevs). High drama potential there imo.
