Are there other games out there that were developed with the ability to have a multiplayer rpg with a toolset to build your own campaigns and have a DM client?

Do you think another company will ever take on developing a game like NWN and NWN2 in that scope in the near future?

While I don't think there are DM clients in the upcoming online game Neverwinter, it does have The Foundry (which was was first developed for Star Trek Online) where players can create their own dungeons that the rest of the massive multiplayer community can play through.  As a creative type, I'm looking forward to try it out...

I guess my follow-up question is, what games other games out there have the technology to have community-developed creations that they can share with each other, either in an online or offline fashion?
