I would like to address the "can't" aspect. Take a look at the frostbite 3 page and the Mass effect ?? might say 4 or something else. There was some early work there in any event. I modded my game and I agree that the ending of ME3 presents a great many challenges, so ignore it! Any post Me3 subjects like the dark energy with the geth and quarians just assumes some reasonable start point.
In any event, the Frostbite 3 engine is capable of stunning effects for a "living world space" and ultra realistic NPCs -- and if they get the role play behavior fixed it will be a game for the history books. That said, the story needs work and the timeline is not set in stone as yet -- and maybe never if they approach ME4 as a collection of stories. Remember "Leliana's song" and the other short stories in Dragon age? This is an excellent way to approach each of the council worlds and other characters.
- Devoted to the Asari and the Prothean AI on their development and explore the prothean ruins and eventually leads into finding the citadel.
- An early Samara and her exploits over 1000 years of experience got to be a few stories.
- Liara's "father" researching the mass relays with the salarians -why "she" hates cerberus. Probably a space station near an alpha relay pre ME1 to ME2 time frame.
- a young Mordin solus and his exploits that made him such an important character to so many races, maybe his nephew as well.
- Legion from the morning war and the first time an agricultural Geth picked up a weapon and how it changed to be more independent. No doubt this could be a stand alone story, but there is an option for trade relations post ME2 and the dark energy storyline.
- Some have asked for the Hanar worlds and underwater missions. I have suggested that their technology is very different -water based/tolerant. Also why the Hanar? The protheans saw some potential ...probably was not Blasto!
- The Drell are pretty much self explanatory and it might be a dismal subject matter to our own collective subconscious.
- I also think that an early shepard is a good story tied to Anderson's spector training. Why did the council and the alliance feel a stealth ship was necessary? I have suggested a defending a research campus from a Batarian slave raid. Shepard helps them convert agricultural robots to weapon platforms and it leads to the university gaining a robotics spin off and ME2 when the AI goes south.
- The Batarians -hardly any council world has avoided the slaver raids maybe so diplomatic and head hunting missions
- Well, making a new transportation system to go to a new galaxy - are we even 10 % done with the milky way? Well, the dark energy threat might cause us to do so.
This is just a sprinkle of the items being discussed and maybe none will be covered in favor of something completely new. So you can look forward to larger worlds to explore and many different modes of travel at a minimum. Maybe some thought or philosophy into why these different cultures might develop in their ecosystem. Also a lot of work is going into rolling RPG character behavior into the frostbite 3 SDK, so I would expect much richer characters with more immersive personalities.

I don't think they should even try to keep everyone happy.
They should do what they want, and let the chips fall where they may.
They shouldn't even research "player data" or trends (from uploaded data feature in ME2 and ME3).

I didn't care. Meant I didn't have to talk to them at all. ME2's Normandy time is full of chores already
Agreed, having to talk to every squadmate after every missions was a pain, there were too many of them. Zaeed and Kasumi being auto pilot meant I could get their conversations done with quicker.
I play the ME2 missions in such an order, that I can exhaust all of the squadmates possible dialogue (with the exception of Tali and Legion since I take them both to Tali's LM), a few missions after boarding the collector vessel. At that point, I can do the N7 missions(with the exception of two which I need to leave until after the Suicide mission in order to hear all of Legion's dialogue), Project Firewalker, Normandy Crash Site and Overlord without having to run around the ship needing to talk to anyone. I can just complete a mission, and go straight to another one, it's awesome.
I would then have to go to the Derelict Reaper in order to take Tali to her LM and eventually exhaust all her dialogue, but I think if you don't romance her, she only has one final conversation a missions after her LM iirc. Which means when I finish Legion's LM, Tali's dialogue will also be completely exhausted, leaving only Legion to deal with, but I won't be able to hear all his dialogue until I finish the Suicide Mission anyway.
