I don't think Vorcha have starships? Yagh doesn't work either and choosing Hanar would screw up remaining Drell's.

So I would sacrifice Volus.

EDIT: If almost extinct Batarians are legit answer, then Batarians.

The Batarians will never be strong enough to be a Galactic threat....the Galactic threat is a toss up between the Asari, Krogan and Leviathan.....Nip it in the bud before the ineviatble threat realizes itself....The Asari are Power Mongers, not Peace Mongers and they have one hell of an edge over every other Species...they will eventually breed all other Species out of existance, it's a long way off still, but it's inevitable.

Choosing One?
Leviathan, the buggers use mind control, so I don't see them as being friendly once the war is over.
Choosing two?
Yahg, they're worse than the krogan in that the krogan eventually went past mindless violence. Not violence all together, but most of the time their violence has had a purpose. The yahg though, they butcher the group sent in to ingratiate them into galactic society, and the one that gets off world becomes the biggest Mafia boss of all time. Not what I'd call a race worth putting up with, also considering the Salarians were going to 'uplift' them, krogan style. Don't need another rebellion.
