Probably due to the fact that people were complaining about unlocking skin tones for the OG quarians and the Krogan Vantard (like it really decreased their chance of getting UR weapons) prior to Rebellion.

As for Neural Shock:  Overload also Neural Shocks.  There's enough similarity between powers as it is IMO.

It would be nice for me to have new neural shock.It is not the same thing as overload.
