What would cause head models to not show up in the character creation screen, but still be accessible in-game via scripting, or toolset?

Haks load after character creation, which means head models present in a hak will not be available at character creation but will be available via scripting or the toolset. You can work around this by placing the head models in your /override folder. This will cause the head models to show up at character creation.

Use this with caution. If the head model you use is not in the module's hak, your PC may appear headless to others.

One problem can be the internal numbering of the model (it may not match the filename). Another is discussed in this --> thread. :-P

This is only true when logging into a server. In singleplayer all HAKs are loaded prior to the begin of character creation.

We also touched on it here. It's amusing (not in a bad way toward anyone) that this subject seems to creep up every few months. It's a weird limitation / standard that makes no sense whatsoever and strange that it was never tackled during the games support lifespan.

And a P.S. to Rolo. I'll get back to you soon about what kind of things you were looking for with my excel tinkering and anything else you had in mind. I've been a bit busy of late.
