As a weapon with very high RoF and low damage per shot, it is very vulnerable to armor reduction. Combining an ammo that reduces armor effectiveness with an AP mod will let you reduce armor to 0 and completely negate that weakness. Haven't used the GPR in ages, but I remember it being painfully under-powered. Should I use it on a Turian then?
GPR+EB+AP+AR Bonus gear+AR rail amp. Ammo as appropriate. Zoom aim. Head shot. Won't make it a great weapon, but will make it effective.

Additionally the GPR is extremely light (for an AR) so it makes a very good weapon for caster classes with one of these two powers. Not that it is of much use if you're trying to get a 75 AR kills medal, but it's a big reason why the GPR isn't useless.
