I still remember that little sh*tstorm we have here on bsn when some folks went butthurt over the fact that anyone can get the CAR by spending creds on PSPs while they had to pay real money for that

I am not talking about directly transferring the code from ME3 to ME4, but more along the lines of "will the audience like this or should we just skip it?" - that can be done regardless of engines.
I am not saying that you are wrong, but looking at the various forum, it would have made some kind of sense to pack a decent DLC if the gams has to survive off of it for a whole year - it hasn't been long since the last we had, and people are already complaining over lack of DLC.

Yes, but any major changes would still have to be programmed, twice in this scenario.
