If they are going to have playable alien characters it would probably be best to go the DA:I route, and limit it to at most four playable species including humans. You couldn't have every race be playable without also sacrificing voice acting, and that's not a sacrifice I'd be willing to make.
Bioware's best bet if they are going to have four playable races:
- Humans
- Asari
- Turians
- Quarians

Obviously not everyone would be happy, and some would b1tch and moan about there not being playable Krogan or Drell or Salarians, but you're not going to be able to please everyone. But by rolling with playable Asari, Turians, and Quarans you'd maximize the number of fans who would be pleased.

Asari (former Adept Class)
Turian (former Soldier Class)
Quarians (former Engineer Class)
Salarians (former Infiltrator Class)
Human (former Sentinel Class)
Krogan (former Vanguard Class)
Humans with their genetic diversity would be the jacks of all trades i.e. the sentinels ... the most variable [default] class. You start with the 'human class' and could choose between a variety of biotic or tech powers (or exclusively biotic or tech), build a tank or a weapons character or a combination of all of the above.
All the other races have racial traits and exclusive powers that make them the masters of their respective proficiencies. E.g. if you want to build the most powerful biotic in the game with the widest range of biotic abilities to choose from you would need to play an Asari for biotics, Quarian for tech, etc.

Voice actors (professionals) can easily do more than one voice, and voice filters make a massive difference. Ergo, more than one voice actor per gender is not really necessary. Record one set of lines with two voice actors, one for each gender, process their with different voice filters, and voila, you have a distinct voice for each alien species.Han Shot First wrote...

This, of course, is beside the fact that three species - humans, asari and quarians - have the exact same voices and therefore doesn't require voice filtering. The quarians only sound different because of their masks, but the quarians we might play in ME4 isn't going to wear masks.
Regarding the other species, turians and drell sound the same but with a flange filter. Salarian voices have no flange but are pitched up slightly, whereas krogan voices are pitched down. Batarians are pitched down and rocks a voice filter as well.
To top it off, check out this video. This is one guy doing the voice of four different species using voice filters. Mind you, he's doing it as an amateur with no voice acting experience and without professional voice editing experience. Just imagine what a bunch of professional VA's could do with the help of a professional sound team.
Bottom line, the "more than one species means voice acting has to go!"-line of thinking is bollocks and it's about damn time you people acknowledge it. It's very much doable without going over the voice budget, regardless of what our resident video game expert David says about it. What it comes down to is how much effort BioWare wants to put into the voice acting and how much effort EA will allow them to put into it. Additional playable species and voice work may constitute what EA sees as "superfluous content", meaning "**** we don't want to pay for".

Salarian - Interesting bunch, and sometimes those voices...
I like this idea too by Annaka:
"I would really like to see an Origins-like ME4 where you get to choose from at least Turian, Salarian, Quarian and Asari. The choice of race could affect your class, for example if you play a Turian you'd have soldier skills, a Salarian would have scientist/rogue skills, a Quarian would be a tech expert and the Asari choice would be for a character with biotic skills. And then also the option of human to play something that was more neutral.
But I know that's unlikely to happen."
