for me it is the Collectors because they have four boss class characters (yes I count the Possessed Scion and Possessed Praetorian as seperate enemies to the normal ones considering you can be attacked by a Scion and a P. Scion at the same time), they can negate casters almost completely, and they show more cunning then other enemies types(like putting up webbing behind you while both a Scion and Praetorian come at you from the front)
who do you think is the toughest enemy faction is

Depends on the map/class being played.

Geth, no contest.

Collectors are the toughest (exluding the Geth Prime stun lock BS). I actually think their troopers and captains are their biggest threat. They move so quickly and have such high DPS that you always have to pay attention to where they are.

Usually collectors, though geth can sometimes be harder if you're playing a class that can be stunlocked easily and doesn't have any sort of anti-tech abilities

I had a BoB banner wearer tell me they were the easiest this morning, you're wrong.

Most of it is the map and character you use not the enemy

"Negate casters almost completely" means what? Their stupid little swarms that self-destruct if you stand still and dodge out?
I agree. Collectors are the hardest faction. They do the most damage, they spawn rush YOU, a possessed Praetorian is tankier than an Atlas if you score only headshots on the Praetorian, etc..
The WORST faction is the Geth. Their primary means of combating the player is removing control. You can't do anything, because the combined focus of a prime, its drone, a hunter, and a rocket trooper is enough to stop you from getting out of the Flamer range. The thing is, it;s fake difficulty. It's artificially imposed by the horrible game mechanic that makes it so you can't play the game.
Collectors are genuinely difficult, so for people that are good at avoiding stunlock but bad at the game, they seem like the worst faction.

Agreed. For the Map Mastery challenge, I find myself fighting geth with tech/fire characters to make things easier, relying on explosions to take armor down quickly. I've had good luck against Collectors and Reapers, too...
...which leaves Cerberus as my overall toughest enemy faction. The smoke makes it difficult to acquire targets, and the speed with which Engineers have been setting up turrets (and the locations that they choose) is a rather neutralizing force. Dragoons spawn close and are very difficult to stagger, and Phantoms...forget about it. I vote Cerberus.

Collectors
Bees, possession mechanic, broken combo damage, praetorians in general, abomination mobile DoT damage unit, scion stunlock + shield regen delay and the generally high health/damage ratio. Geth might have stunlock, but they do not have DoT attacks, speed, power negation or instakills, and are fairly squishy. In fact, I am starting to think that Cerberus are harder than Geth.

Geth - nothing but cheating involved. I don't even count that as difficulty, especially since anyone who can take them on Silver, can take them on Gold no problem.
Cerberus - discounting solos (in which case Dragoons can be added to this), Phantoms are by far the cheapest enemy in the game. Decent health and barriers, a ninja flip that makes you only do 5% damage, a sword combo that will health-gate you no problem, a sync-kill with magnet capabilities (and she can just automatically do it if you break her sword), a palm blaster that (unless you are a Batarian, Krogan, or old Turian) WILL break a gate with each of the three shots, and a magic bubble that nullifies all power damage that activates by using a power on her. The rest of the faction is so easy. Not by comparison. Just easy period. (Dragoon Smash-cancelling into shooting is annoying though.)
Reapers - They're not really cheap at all. They just need to toughen up a little bit and they'll be fine.
Collectors - Minus a few bugs, they're a true example of how to make the game difficult without resorting to making things unfair on the players. I actually love how challenging they are. So much.
All in all, I'm gonna pick Collectors, because I don't even count what Cerberus and Geth do as difficult, and Reapers are much easier.

Let me back this claim up with an example before someone tries to say you're wrong.
Take a Turian (old) and a Krogan into a Geth match. Now let's say the Turian has an infinite supply of Ops Packs throughout the entire match. And the Krogan has none.
Suddenly, Hunters swarm the two. The Turian is stuck being unable to move for several seconds, and you cannot pop an Ops Pack if you can't move. So he dies rather quickly. Meanwhile, the Krogan just roars and backhands anything at close range while flinging grenades/creating biosplosions/Charging everything not directly in front of him. He can easily get the Hunters off of him. Why? Because he has stunlock immunity.
This event will be seen many times per match. The Turian will go down lots of times. The Krogan will barely go down at all. So the Turian found the Geth to be brutally challenging. But the Krogan found them obscenely easy.
Compare to the death spike spamming in Mega Man X6. The second Fortress level is basically nothing but spikes: spikes on the ceilings, spikes on the walls, even in some cases there are spikes on the ground. Under normal circumstances this would be such a brutal challenge to navigate through. But there is a secret armor in the game that not only gives you the mobility of a ninja, but it makes you immune to dying by hitting spikes. The Shadow Armor treats spikes like walls or ceilings or the ground. And you know what? That level is REALLY easy if you have the Shadow Armor equipped.
So in the end: the difficulty is fake. So fake.

Collectors.
PUGs (at least in my experience) always seem to have the toughest time with Collectors.

It's Collectors all the way. I went to a bronze match just for the heck of it, and my teammates were struggling a lot.

I'd have to go with the collectors. It's the way they change through posession. Abominations become exploding abominations, troopers become captains, etc.

I hate Geth. I hate Hunters, and Bombers, and Pyros, and... I hate Geth. Are they the hardest? No, I usually have a tougher time with Collectors, but I'd rather fight them than the Geth. Cuz, man... I hate Geth.

Collectors easily. Geth can be either trivial or a good runner-up depending on the map. Thing is, Stunlock Prime is arguably the most annoying enemy in the game.
