My friend does very well with it, I was happy to get it To IV last week. I just haven't been using weapon builds as much as power centric ones since I started playing again.

I hear ya. Sure. That sounds reasonable. I love the black widow. I use the Javelin more than the Valiant these days. Heck, I use the Widow more.

Hmm...I don't think it's supposed to fulfill the same role as the Black Widow. Seems like the Valiant is more suited towards anti-infantry with light boss-killing capability, while the Widow is a full on boss-killer. The Black Widow is in between those two in my opinion. Theoretically at X the Valiant should give you the most bang for your buck: lightweight, high RoF, and decent damage all in one.

DPS is still very high. Used it with an SI the other day and really loved it, with shield/barrier stripping, the BW was less efficient, at least for me. Very reliable headshots. Especially nice against collectors (aka. bigheads). Valiant and Hurricane are still the N7 weapons I want out of packs the most (Crusader 3rd).

SI is awesome with any sniper because of ED. 

Beat me to my edit, I tried both BW and the Valiant on the SI and found I preffered the SI.  On most other snipers I prefer the BW).

There's no reason to use a non-Javelin sniper rifle.

It's two things. The Widow, Black Widow, and Javelin got buffed while the Valiant didn't. Second, it's a promo weapon, making it much harder to level (mine is only at IV while the other are at X). Those two factors make the Valiant relatively less attractive than it used to be (for me, at least).

I still like it (have it at VII). I've just been using other snipers for the challenge lately.

It's one of the weapons which improves most with level. If you compare a Valiant X and a BW X you can see that it's not outclassed, it's just different.

Quite right, I remember when I first played me3, black widow and widow were really really bad ass, from what I rememeber, you could kill a prime in 4 shots on a gold level...
Then I guess people started to say it was overpowered like many others ( carnifex, reegar, pirahna etc...), and for a long long time black widow, widow and even javelin were useless in gold level, then they changed it again and know I guess it's ok.
As far as I'm concerned, the valiant was a great sniper when those others sucked, but know they're back, it seems a bit weak... I still like it though

Valiant was good in the days, but its kinda like the Harrier... Noob gun that's super easy to use. I prefer a challenge. Also, it's kinda weak now. Still a good gun for the Harrier crowd.

Some time ago I suggested adding fourth bullet to mag as it now it's very much a weaker Black Widow for a lot of players

It's light enough for caster classes, which is really nice. But yeah, either a little bit of more damage or a fourth shot would really help its case.

It's just not fair how the N7 weapons are balanced in comparison to the Hurricane. The Hurricane rocked my world at level 1. I have all the other weapons at levels VII, VIII and III and there is just no comparison. It's really sad how they droped the ball with promotional weapons.
