Did you release the patch? I don't see anything about how we can access this "patch" you figured out.
Send him a PM. He prbably wotn release the downlaod link publically becuase of BioWare.
And this is a warning from Chris Preistly:
It is BioWare's policy that you DO NOT moddify our games. We are not responsible for any changes you make to our games and how they may or may not correctly work with future DLC or sequels.
And I know, I hear you say "Priestly, I only moddified the X" or "I only changed the Y, so that cannot hurt anything" or similar. THAT DOES NOT MATTER. Anytime you start mucking around in teh game and moddifying, adding credits, changing appearances, altering anything it MAY have an unexpected effect on future Mass Effect content.
So make sure you keep a backup of your ME3 original files.

Video (30FPS)
Having the ability to run away when in danger is crucial for solo runs and playing characters such as fury is much easier if you know how to move. At 60 FPS and above that strategy doesn't work anymore, even running will get you killed. The video above makes it look a bit easier than it is but every turn you make is crucial. You have to move perpendicular to the enemies when they are firing but you can run in any direction between bursts.

Edit: Oh, I'm a dummy, I had VSync set to True still for both instances. I probably need to turn that off.

I did some testing, and it turns out high framerates (around 100+) prevented me from using powers like Throw and Overload. Shepard performed the animations and there was a sound effect, but the power wasn't activated and the cooldown wasn't triggered.
