Yep.
But only a masochist would rather play at 20 FPS than 60 FPS. Low FPS screws up your aim something terrible. Not to mention it just looks awful.

No. I only brag I score over 250k with my nade spamming Drell on my crappy DSL line cause everyone else playing couldn't hit the broad side of the laggy barn.

Not exactly. Saying that they can make the enemy as accurate as they want while you're running perpendicularly to the enemy would be closer to reality, I think. If I have understood things right.

ETA: to clarify, while it might seem awesome to more easily dodge AI targeting, it also kills your targeting.

Have to disagree on that one. While aiming at static and slow moving targets can be done very fast even at 30 FPS if you have a good mouse, it makes huge difference for shooting fast moving targets in the head (for show off mostly), you can also turn you camera very quickly. It's easier to aim when inside a cluster f*** of enemies with s*** jumping all over the screen, you just can see more. Also when you convert video to youtube your reaction time will look insanely fast, quick scoping looks like aimbot because the actual aiming (even if you correct after zooming in like a noob) happens between the frames and will get cut off when you convert to 30, all you will see is boom headshot, boom headshot, boom HEADSHOT.

I've tried playing games at ridiculously high framerates and never really noticed a big difference much past 60. Might try again sometime soon, but I don't have the setup to run ME3 @ 120 FPS and max settings.

I never have the framerate monitor on, but I do have v-sync enabled which I believe locks it at 60fps. Note to all - I said I believe, not I know.
Good to know that my CPU/MoBo/RAM situation isn't going to amp the difficulty any further than my GPU already can. Still, I always remember that no one of my friends really enjoyed playing on my host, and it was because of enemy accuracy and not lag. Thus, I rarely if ever host.

By adding the line "UseVsync=False" to your GamerSettings.ini file found at: "Documents\\Bioware\\Mass Effect 3\\BIOGame\\Config". I'd also advice using the line "MaxSmoothedFramerate=XX" to cap your framerate at something. Your mouse sensitivity is affected by framerate in UE3 games, so you'll have a bad time playing with a highly variable framerate.
Edit.
Oh right, you actually have to tweak the "MaxSmoothedFramerate" value regardless, as it's capped at 62 by default. Or you could use the command "SmoothFramerate=False" to disable the cap entirely, but again, I wouldn't recommend it.
