Mike Gamble's line about R&R could easily just be a comment on the location depicted, not the content of the DLC. I wouldn't read too much into that.
Casey Hudson described it as a place for some R&R.
There's probably nothing significant about it either, but logically, I'd imagine he'd be veeeeeery careful about posting anything ME3-related unless it was something positive.

The way I read it is that "here's a nice non-combat area." which he then applied a military term to. If that makes sense. And then it does read as something positive, as you mention. "This is a groovy place for some down-time." But I don't know. I just want to caution the people who think this might be post-ending DLC and all based off of that one line about R&Rnothing wrong with speculations, but expectations that are unlikely to come true is doing yourself a disservice (not you as in you, of course).
Anyway, always liked the hubs, so I'm just happy at the prospect to be back on the Citadel, even if it's only for a brief time. And I'd love to return to the Presidium again, haven't been there properly since ME1.
At bolded: I missed something here. Doesn't R&R just mean rest & relaxtion? How does this relate to anything post ending?
Because people are going to be resting and relaxing a bit after the war? Then they'll start rebuilding. And then again, if this was post-ending it would have to take place a couple of years later.
