If it's post ending, it couldn't be on the Citadel because most of it is in ruins from the red/blue/green beam. Same with Earth; it's mostly a wasteland. It'd have to be somewhere that isn't as decimated, like Illium.
Having said that, it ain't gonna be post-ending DLC.

Turns out, Illium was the one world in the whole damned galaxy that was ready for the Reapers.
