Garrus/Tali was a fairly popular ship from the ME1/BioBoards days. Not quite to level that people demanded being able to romance them themselves, but it was there. It's essentially a shoutout to the fans, or PANDA RINGS, if you're inclined to take a negative view of it (not saying that you are).

An interesting observation. Perhaps the desperation of the final conflict with the Reapers brought the two together. I wonder if they had just a brother-sister relationship until that point, and then after that things got really awkward.

I agree totally. Especially since they've been hinting at Garrus/Dr. Michel since ME 2. But Tali and Garrus? It's the very definition of a "crack pairing". No buildup, no previous chemistry, not a hint of romantic interest... it just happened over night, pretty much.
In fact, I do remember reading that it was supposed to be an "easter egg" or some sort of "haha! Wouldn't this be funny?" moment, but I found it to be in poor taste.
As one who frequently romances Tali, I now have a dreaded fear that Bioware will make the Garrus and Tali thing "stick", simply because people (often that have never romanced Tali or Garrus) think it's "funny".
Ah well, nothing I can do about it... except go back in time and slap the dude that came up with the awful idea, LOL!
