It's been some years since I've played Hard Times as the solitary item mod. The last 2 or 3 playthroughs I played with the Item Randomizer as well, and it meddled with my memory of what can be found where.
But the general answer is some of the better items appear at later chapters, while some won't appear at all. The total number of magic items has been lowered and some do appear, but at different places than you'd expect.
For a first playthrough, that's also the fun of it: not knowing what item to expect where, you get to 'make do' with what you find, just like CHARNAME himself wouldn't be planning his items ahead, but react to what's there. After a few playthroughs the surprise wears off. That's why I installed Item Randomizer on top of it, but it brings back the problem off getting too much über-items early on, but in a randomized way: with the randomizer it becomes less predictable how powerful your party gets.
