
Personal opinion: Wrex is there because this is Post-Ending DLC. Putting him in the game otherwise is just too complicated, imo.
-is he alive or dead? Default ME3 has him DEAD
-did you betray him or not?
-you can't really bring him during the Tuchanka arc!
Remember: "If the genophage wasn't cured because Shepard allowed the salarian
sabotage of the cure to go unfixed, and if Wrex is the Urdnot leader,
Wrex will eventually discover that the cure is a fake. When Shepard
returns to the Citadel after the Battle of Rannoch and then attempts to
return to the Normandy, Wrex will suddenly emerge from the elevator,

The only other possibilities to me is:
1)Wrex is a placeholder and if he's dead or whatever, he's just replaced with another more 'stable in story' character
2)Wrex appearing is a tag that if he's not in the game, he just doesn't appear for that part of the game
But if Bioware is planning to have Wrex as a definite part of DLC and not just a short 'cameo', I actually think, along with other variables from our choices, it is much more appropriate for post-ending.
