To be exact, Felicia Day wrote Tallis for Redemption the webseries. The actual writing of Tallis in DA:MotA stems from Bioware. They had a few choices, Felicia Day picked one idea IIRC, and Bioware took it from there.
MotA still fails, but Felicia Day's not really the "why". Not the main reason, anyway. Don't know if I'd even consider her a reason.
I wonder, did Bioware approach her or did she approach them asking for a role? I'm assuming the former. Seems more likely.

On a related note, I was catching up with Supernatural the other day and saw Felicia Day's guest star episode (LARP and the Real Girl). There's one scene where you can see a cutscene from MotA playing on a computer screen in the background.

That Felicia Day voiced Tallis is neither a good nor bad thing. I like her, yet know her only from The Guild and a few episodes of Eureka.

No that's not it. Some people take issue with it because, since Felicia Day's a fan of DA, they feel it was attempting to be a self-insert DLC "pandering" to her.
Not me. Mainly, my issue is with the absolutely abysmal "anti-Qunari" -- and I say that loosely -- ending that made me have little faith in Bioware's writing. You could not even attempt to get the scroll that contains a list of known Qunari sleeper cells who are leaking information about Thedas' well being to the Qunari. Success or failure is irrelevant. The actual attempt to take such a vital piece of information is what's important.
Now, I can't say I'm particularly a fan of Tallis. Well... I don't hate her and I do like her character, but some of what she says just sounds.... too modern. And while I do find Tallis attractive, she also seems to be too much like a Felicia Day clone in-game. Which means I'm finding Felicia Day attractive (which she is). Not that that's a bad thing, but it just seems.... odd to make a video game character look like the VA who is also a fan of the series.
Granted, perhaps Redemption played a part in that so it'd be easier for Felicia Day to play Tallis on a relatively low budget.
I dunno. My feelings on Tallis and MotA are not simple. I wouldn't say they're necessarily complex either, all that being said.
I hate the DLC for a multitude of reasons, but Felicia Day being in the game is probably the last on the list of reasons why, if it's even there at all. The ending just.... doesn't help the case of making Tallis not appear like a Mary Sue.
She isn't one, but the ending certainly made it seem more the case because no matter what Hawke's best friends forever with Tallis.
But alas, this is a question thread. So I'd like to repeat my question from earlier. Maybe DG or another writer will answer, maybe not.
What does Loghain do to cope with the stress of being a general?
And here's another: Will we have a cameo of a naked and drunken Oghren riding a gorilla into battle against the Darkspawn, as he's brandishing his weapon The Darkspawn Ravager? Or at the very least, will we have a gorilla companion (that we can put armor on)?

Omg, do it, and make him the primary expository device for every new piece of lore in DA3.
