No, actually he is The Intelligence. The Catalyst is the name of the missing component to the Crucible which happened to be the Intelligence. He says "I am the Catalyst" not because that is what he wishes to be called, but it's the closest thing Shepard can relate to. These people aren't able to appreciate a quality plot device so they cover their ears and scream bad writing. When introducing a twist character that was clearly foreshadowed in a dlc that's only 10 dollars extra is held up as bad writing, that's the day I'm done.
