I know this getting old and most of people know how to do it. But some doesn't know, so I make this topic

I just done that yesterday and that was easy, so this is the way to Import ME 1 character to ME 2, step-to-step:

1/Open your Mass Effect 2 game directory
2/Open the Mass Effect 2 Config (Unity)
3/In the menu bar in your left side, click Save Game (Or Save Import)
4/Click the "Copy Mass Effect 1 Save"
5/Choose the folder that you contain the save file Win 7 Destination path is "Library\\Documents\\BioWare\\Mass Effect\\Save"
6/In other topics, I seen that you guy said that "You must click the Save File and most of the people didn't saw anything on that folder. But, you only have to click the folder you contain the save file, that mean you only have to click the "Save" folder inside the destination path at step 5. 

The Unity will scan for save file and now you will close and save the change you make. Run the game, when you inside, choose New Game and Import ME 1 Character. 

You will seen your save file, If you ever play ME 3 before, you will seen a tab on the right side of the screen show that what did you do in ME 2. But when you Import ME 1 Character, that will not being show up. Don't freak out, press Import Save and you will in the Intro Screen show the Mass Relay and Normandy structure.

You will seen an option menu that will tell you to choose thing, choose and proceed. When you make the normal new games, it will show the SR-1 Normandy flew in space. But when you Import, you will seen a Historical tab, contain the things you do in ME 1 (Sorry I can't said the example cause No Spoiler.)
