I'm sure you've seen the speculation about the new packs as well as PSPs and SPs.
Not looking for you guys to give specific percentages, but can you provide a bit more qualitative descriptions of what packs do?
For example, here are my assumptions:
BioWare is not lying or trying to deceive.
Packs are not bugged.
Reserve Packs offer the best chance of getting Rare characters.
Arsenal Packs offer the best chance of getting Rare weapons.
Premium Spectre Packs offer the best chance of getting Ultra Rare weapons.
All three of the above mentioned packs can give you rare characters, rare weapons and ultra rare weapons, but each is weighted to match their respective description provided in the store.
Am I right or am I wrong? If wrong, which parts?

No, the Rares get replaced with Level 4 consumables.

honestly i have better luck getting URs out of reserve packs. ive gotten over 10 UR upgrades from them in a weeks worth of play (7-10 hours, mostly the weekend) and im not talking volus, theyre maxxed and idet their actually URsGrinch57 wrote...

If you know and understand that they are geared towards newer players, then how is it a ripoff? Attracting and then keeping newer players is, I hate to tell you this, preferable then catering to the needs of a very small number of people who are now in the phase of their "collection" where they need to max UR's.
Don't be so bitter.
And before you say you aren't, your use of the word "ripoff" is a dead giveaway.

Can't apply that to the population at large, a single individual can't provide enough data points for it to be valid, does not allow for statistical outliers.
Your own personal data sample is too small, even if you were the only one playing ME3 MP.
It's just anecdotal evidence and feeds speculation.
Which is why I'd like to see (qualitative) clarification from BioWare, I fully understand why they can't give out quantitative data.

arsenal, reserves and premium spectre packs give the same amount of chance of getting a UR. the new packs were added so starting players who want to unlock new kits will have a higher chance of unlocking them thru reserve packs instead of getting weapon upgrades.
