Honestly, in the past two or three weeks, I haven't gotten a single UR (that's all I have left) in my Arsenal Packs. I have, however, gotten four or five UR's from Spectre Packs. So, I'm done buying PSP's, AP's and RP's. This is with everything but UR's maxed out, so if you still need to max out/unlock anything less than UR's, it's definitely not worth it yet, unless that's your plan.

The simplest way to get rare and ultra rare weapons is to max the common and uncommon ones. Once those weapons are maxed they no longer show up. If the store intends to give you a weapon it will be a rare or ultra rare. But just remember ultra rare means ultra rare. Maxing common and uncommon weapons is easy because the packs they come in are cheaper.

I don't think that's how it works. Even if you haven't get the common/uncommon/character cards maxed out, you have the same chance of getting rares and URs from PS/Reserve/Arsenal packs.
I'm sure of this because I've gone with this route myself and skipped anything below PSP entirely. Now that everything but URs are maxed out, the drop rate for UR are the same as when I started. Rares also dropped nicely from the beginning. If you maxed out common/uncommon, it will simply be replaced by ammo and character cards, not with rares/URs.

So veterans/recruit are the complete waste your credit unless you want to level up a certain uncommon/common quickly. (for equipments you are better off getting JEP anyway.).

I bought  a Reserve Pack using actual MSP and it just said "Please wait..." for 10 minutes. I then shut off my Xbox and had no pack waiting for me after it checked outstanding purchases.

XBL Support then told me there was nothing they could do since it doesn't show up in Download History.

Moral of the story; I was ripped off 240 MSP and then XBL Support did nothing as usual.

Fix your store.

I have always been under the impression that Arsenal Packs, Reserve Packs, and PSPs all have the exact same chance of dropping Ultra Rares, and that the only difference was their rare drops.  However, I can't point to any definitive statement from Bioware backing that up.  Anybody know?

i'm buying only APs, and UR drop rate is very low (as it has always been)

everything else is maxed

on the other hand, even without UR weapons, AP are good for maxing out rare characters and getting level IV equipment. i once got 2 level III and 1 level IV cyclonics in single arsenal pack
