In ME1 and ME3, we get to keep all our weapon mods and such for New Game+, but not in ME2. Is there a mod that keeps track of all the upgrades you got in the previous playthrough, and allows upgrading damage to level 10 like in ME2 and ME3?
Is there a "true New Game+" mod for ME2?

Yes, sort of. You can do all that with the Gibed Save Editor. Start your NG+ and carry on until you get somewhere you save it and return to the main menu screen. Then ALT+Tab to the desktop and open Gibbed, browse to the game you've just saved and then just go through the tabs ticking the boxes for all the weapons and upgrades you got and save when you're done. ALT+Tab back to ME2 and choose the load game option from the main menu, and load up the save you've just created in Gibbed and then carry on playing. Upgrades you find or buy from then on will show up as 6 of 6 or higher, though I think once you get a weapon upgrade path saying 10 of 10 nothing happens if you find any more for it.
Also I have a vague memory that some or all of the upgrades don't take effect until you've recruited Mordin and then they all come at the same time once he's working in his lab, so you still need to play through Freedom's Progress with basic weapons. But that's a tutorial level anyway so not all that big a deal unless you don't plan to recruit Mordin until later for some reason. The way around that is to use Gibbed to give yourself Mordin before you've actually done his recruitment mission. Again this is simple checkbox stuff and once done you'll find Mordin in the lab and can even talk to him even if you've never even once set foot on Omega yet. But Gibbed's notes have a warning that says certain edits, and I think adding NPCs early is one of them, should not be done until after you have played through the point where you meet The Illusive Man for the first time. Simplest thing to do IMO is to play until you reach Freedom's Progress and then do any Gibbed editing you want before carrying on with the game.

I guess that's good enough. It's a little more bookkeeping than I wanted, but it sounds like a very stable way to do it without affecting the game files.
