guys, restart your Xbox or PC, PS3 and restart the game. it should pop up when you're starting for the operation.

You do not need to restart the Xbox, I dashboard every week and just go back in, it is there.  The op is not live yet, anywhere.

mine never appears, i just continue playing and then when i do the challenge it says challenge complete, you don't need the splash screen for the challenge to open

What's your point? If the challenge wasn't available then he couldn't have completed it. The devs play on home accounts iirc.
