Hello, so I began a new game and imported a character from ME1 and everything is fine. But all party members are already unlocked without doing any recruitment missions. Tried making another new game but it doesnt make a difference? any idea how to fix this?

What do you mean by "unlocked"? Are they physically on the ship?

Try playing with it like that, there's some unique dialogue you can only get if you bring Tali on the Archangel recruitment mission...

They are not physically on the ship, but they are usable on missions. I really have no idea how it happened, but the only thing I cannot do is bring a certain character along on a recruitment mission, like I cannot take Garrus to his recruitment mission.
