I've been playing with different power combinations in single player and it looks like things have been generally nerfed (probably a good thing). The biggest change is that most biotic powers cannot trigger Fire or Cryo Explosions. For instance, an enemy that is on fire can no longer trigger a Fire Explosion if you cast Warp on him.
Things I've tested:
Warp/Throw/Lash -> No longer detonates Fire Explosions. Seems to detonate Tech Bursts.
Biotic Charge/Shockwave - Still can detonates Fire Explosions. Seems to detonate Tech Bursts.
Other changes:
Cryo Explosions can now be triggered in SP without killing the enemy (enemy must be actually frozen and not chilled). As before, most Biotic powers can't trigger it, but I've seen it working with Shockwave/Biotic Charge/Incinerate/Overload. Doesn't work with Energy Drain.
Concussive shot seems to detonate Fire, Cryo and Tech Bursts just fine.
I've noticed that you can create chain explosions with Reave and Lash. Reave -> Lash -> Reave.
I'm not sure that Fire and Cryo explosions have any relationship with enemy death anymore, but I need to do more testing to be sure.
Anybody else notice any other differences?

Incinerate: seems like the extra DoT evolution no longer gives you extra time to detonate the Fire Explosion. You have to do it within the initial 3 seconds, or no ka-baoom.

OK so I just loaded up an early game Sentinel and went to N7 Cerberus Lab. Took EDI and Garrus (for Incinerate and Overload respectively).
Level 12 Sentinel
Throw 3
Warp 2
Tech Armor 3
Fortification 4
As it pertains to this thread:
I was able to detonate both Fire Explosions and Tech Bursts with Warp and Throw.
Could also chain combos using Incinerate into Overload into Throw or Warp, or Overload into Incinerate into Throw or Warp.
I don't know why you had issues setting off the Fire Explosions with Warp or Throw. What were you priming the target with?

Hmm, after some more testing, it just seems like Incinerate has a smaller window (due to DoT evolution not extending the time window). So, yes, it seems that other biotic powers can detonate it. You just have to be quicker about it. Sorry for the false info!

I did notice Lift Grenades detonating combos in multiplayer. Wasn't playing with them myself, but my Drell Adept kept seeing combo explosions detonated by Krogan Sentinels. Also saw them detonating some FEs so that was neat.
Have not properly tested it yet though, I may have missed another detonator.

Lift grenades can detonate any combos as long as the target is unprotected (no armor, shield, barrier)
