ive seen them at the entrance to the citadel but theres no chat options and ive never spoken to them in mass 2 or 3 ?
weres the hanar ?

I cannot recall any Hanar that you could speak to in Mass Effect 2.
I believe there are only two Hanar in Mass Effect 3 that have dialogue, but both times it is part of a natural conversation and you cannot initiate the dialogue yourself. One speaks as part of a conversation with Javik on the Citadel (requires From Ashes DLC), and the other is part of the mission with the Salarian Spectre Jordam(?) Bau to track down the indoctrinated Hanar.
Only in Mass Effect 1 can you initiate conversation with Hanar, and both of them are merchants, one on the Citadel and the other is on Noveria.

There is another Hanar on the Citadel preaching about the enkindlers in ME1.
