 I'm rather new to the game in that I've never really played an entire play through and never as a archer. 

I'm going to head down as a rogue Pure Dex archer with stealth to off tank some what as I use a shortbow and for the most part be apart of the action up close. That said, I've noticed as playing mage, noble human, city elf that you gain access early to certain weapons, like SnS is great early with Family sword etc.

So my question is what Origin story has early access to good bows with say rapid aim and what not. And as far as shortbows goes which are they best? and can I raise the tier of them with party chest etc later in the game if I get them early on?

Also i was planning on using Rapid shot/defensive fire + supressing fire depending on the situation, but I wanted to know if  1) Does rapid aim items stack on one another? 2) Does a shortbow using rapid shot and Mastery shoot even faster with rapid aim items? No haste involved at all, not going to use it.

You might want to play as a dalish or city elf. Dalish would be my choice, starting with highest dex and pinning shot, IIRC.
There are only a few good shortbows in origins such as the Bregan's bow, Whitewood Bow, the Dark Moon, and the tier of these are fixed.

1. Yes, the rapid aim property stacks, but the rapid aim property on different gear reduces aim time by different amount. You may want to check the wiki for anything with that property, so as not to compromise other gear with better bonuses.
2. Yes, but aim time would never go below 0. The attack durations of long and shortbows are respectively 1.9 and 1.8 sec. So, you can do the math and stop at 0 attack duration, whatever type of bow you decide to use.

A little bit of suggestion from little old me-
1. If you are ok with using longbows, you may want to use the far song longbow or the sorrows of arlathan, at least in origins. Please do check the wiki on Far song as I'm not supposed to post spoilers here.

2. You may want to consider a cunning based archer for origins as the following article suggests. But dex is obviously much more effective in awakening.

Dalish Elf starts with a full set of Dalish Armor, which gives a tasty boost to dex and defence. Just fyi...

Yeah. I'll be starting as Dalish. They have quick access to bows with Rapid aim and like you said the Dalish armor.
