I took a long break from mass effect about a month before retaliation came out. And I got back into it about a month ago and I'm doing the challenges. My last one before I get best of the best will be the 60 promotions. I prompted as much as possible before I took the break and what I used to do was have around 500k to spend on recruit packs to get my characters levels up so I wouldn't have to play as a level 1. With the current state of the store, it ranges from 7-15 seconds just to buy one pack, of any sort, on average. I have 12 promotions done and if anyone has suggestions to level up characters quickly after promoting, please leave a response. Thank you

if you dont have all your characters maxed you are better off buying reinforcement packs as they contain rare or ultra rare character cards which are worth a ton more exp. If you do have them maxed just pick a nice UR weapon on non power based class and go run a silver/gold game.

I have a nearly maxed manifest. I just hate going into any game as a level 1. Which is why I would buy recruit packs. And I have everything unlocked. I would love if they took the two new packs out all together or just fixed the store. Worst comes to worst. I play with friends as a level 1 and I rely on them to carry me

Try using the store at a different time, works perfect at 5am.
Otherwise just play UUG with level 1 there is not much difference if you use consumbles, just like playing a soldier class. You might wanna do 1 or 2 UUS first if you are low on consumables though.

The way I did it was buying recruit packs after every match, that way it doesn't take to long to get through the store. As soon as a character hits 20, promote and switch to a different class. Play a match and buy recruits. That way you always have a few classes at lvl 12-16 after you promote one. A nice side effect was that all my consumables maxed out as well.

This wouldn't make sense for you, because of your manifest. But it works, so you could probably vary it slightly to suit you.
I only by JEPs when I'm using lvl 20 characters. And only occasionally, to keep up with consumables/gear items I'm using.
When I decide to promote everything (usually when all 6 classes are maxed) I do it all at once. Last time I did it, I learned you can "ignore" the promotion animation, and just move your cursor in the background to the next class and promote it. It speeds the process up, significantly.
Afterwards, I'll spend 2.5 - 4million credits I earned levelling up. I spend them on PSPs, because I'm still building my manifest, but Recruit Packs/Reserve Packs might make more sense for you.
The second-to-last time I did it, every class was between levels 12-18.
The most recent time, I had a level 8 and a level 1 after, and that took a little extra effort.
Otherwise, the system works pretty well.
If someone were even earlier in their manifest development, it would work to split the purchases between pack types, to build more areas of the manifest (and basic survival stuff from the vet packs.)

I don't care too much about maxing my UR's so usually I promote my characters and buy recruit packs.

Play as level 1 in 1 silver match you will be at least 7. And if you use a maxed weapon you will prolly be top leader board. At level 1 i always put a mattock and the eagle and shoot til I run outta ammo.
Recruit packs are a waste. And if you really wanna do that. Its 10 friggin seconds. Just let it happen.

I have just been buying a bunch of recruit packs once I have promoted all 6 classes. I usually buy about 50 of them at a time and that helps to level up the characters to (usually) level 9-10 before playing. Also nice to have the level 1 items for use with Silver matches. Sure it takes a little while but be patient and it's done before you know it.
