I never played the DLC for ME 2, so I don't know much about how to make the op an appropriate memorial, but I think this is a good idea.

Something I considered adding to the OP was a guaranteed Disruptor Ammo IV in the Victory Pack, but I'm not sure if that's something Bioware could do.

Why not make this a permanent challenge instead of just an operation? A one-time unlock (like Squad Elite) so we can all celebrate what Robin brought to the MEverse through Zaeed with the Massani banner.

Could it be a one-bar UR like the BF3 soldier? Visually an Avenger rifle but with Harrier-? level stats (maybe even just a Harrier-1 so the Harrier retains it's status as a ten-bar UR).

Even if the allied goal is not possible making it an individual goal with 3 steps (Avenger, Inferno Grenade and concussive shot) would be great.
