I just started playing a few days ago and I didn't grab the 2nd level Herbalism recipes in Lothering and now it is destroyed by Darkspawn. Is ther e anyplace else to get the recipes so I can make better potions?

You can buy them at different locations. The Lyrium potion recipe you missed will be available in the circle tower. You might want to consult the wiki to know all the shops where a particular recipe is sold.
