If you say you just want to see it, then I sure have to right to say, sorry you're not my friend, I don't want to show you. If you say that you suspect me of cheating, then I'll laugh and shrug: "who are you?"
Your dialog example is so off the topic, even by BSN standarts. Manifest doesn't contain ANY personal information.

Different people have different definition for a lot of things. Just because you don't consider something intimate or private doesn't necessitate others to think the same. If you cannot even accept this point of view, then I've no words.
I don't consider the game progression infomation of this game valuable nor intimate. but the information of what I have in the game, how much time I've spent on this game IS private. A lot of information falls into this category, like how many pencils do you have in your bag, what breakfast did you have today? These information is probably worth nothing but still is private. If a friend of mine asks these questions I would probably tell them. But if some random guy asks you the same, would you answer? People have the right to say I just simply don't want you to know and you can do nothing about that, and any breach is ILLEGAL.
And I do think the game progression information can be sensitive to some people (not to me). Say someone has invested an enormous amount of time in MP. Others will judge him by this information alone. Maybe the OP doesn't care about what the others think, but you can't assume everyone else has the same mentality. People don't want to be judged, so this information could be sensitive.
In my own case, I just think it's my stuff, it's mine to know. If you're my friend on origin, you can see everything. I just don't want some random rage kids to see what I have under the assumption that I might have been cheating. Report me if they want, I've got nothing to fear. But if someone thinks he's the BioWare representitive ME3 MP online cop, hell yeah I'm gonna tell them to F off and mind their own business.

You've already said you don't care what someone else has or what his builds are, so that means you just want to check their manifest to see if they have been cheating. How cynical, but that's your choice.
Instead of this unthoughtful demand, a more realistic proposal would be that BioWare should periodically check the top 100 players of the leaderboard.
