I chose to do all the quests for Behlen and then when I returned from the Anvil of the Void chose Harrowmont as the king. The Paragon of her Kind quest failed to complete and weird things started to happen after I visited Arl Eamon.
I loaded an earlier save and selcted Behlen as king and then everything sorted it self out!

Summary of strangeness for reference.
1. After choosing Behlen as king I returned to camp and spoke to Shale and got the quest A Golem's Memories.
2. Just Shale and I went to the Anvil of the Void and when we got to the Anvil chamber it triggered the conversation that you have with Ohgren after receiving the Paragon crown.
3. Returned to camp. Selected Morrigan, Leilana and Wynne and went to see Arl Eamon.
4. After the conversation with Loghain I am left on my own (no Morrigan, Leilana or Wynne) and Shale is stuck against the wall, cannot be selected but can be spoken to.
