Dude, my GPU has three already and the cooling system is widely regarded as one of the best in the business alongside MSI's Twin Frozr Tech. It doesn't need a better fan.
Then your GPU is faulty , from what you are telling me ,you have a High End GPU , it should run everything perfectly while staying cool. I suggest you check your PC for malaware and your hardware for any damage because what you are saying is impossible.
GPU's are designed from factory to run at certain temperatures and some of them , especially a high end GPU like yours , come with pre tweaked tunner functionality for overclocking your GPU and thus getting more power out of it while running more current and heating it.
So it's 1 of 3 things for you:
1.Your GPU is faulty and you need to repair it , take it back to warranty.
2.You have malaware in your PC that makes your hardware act crazy such as overheating the CPU/GPU.
3.You Overclocked your GPU or it has been overclocked through a tweaker or an external program and thus you are having problems with it.
There is no way that you can run any of the best games on the market today with no problem , and then say something like Mass Effect , a very old game , makes your GPU act up.
Not even my very old , low end GPU Nvidia 9500 runs on that temperature, and that is one hell of an old graphics card not worth more than 20$ compared to your monster GPU worth 300-350$.
